The Ambassador of Armenia to the Kingdom of the Netherlands Tigran Balayan, at the invitation of the Luxembourg Embassy, participated in the discussion entitled "Implementing the Duty to Prevent Genocide under International Law" organized by Luxembourg within the framework of the Twenty-First Session of the Assembly of States Parties to the Rome Statute of the International Criminal Court. Eminent scientists, judges of international courts, and ambassadors were present at the discussion.

The keynote speaker, Professor Hunna Gerry, referring to the people facing the threat of genocide today, emphasized the genocidal actions by Azerbaijan threatening the population of Artsakh and Armenia. Professor Gerry stressed that in 2020 both Genocide Watch and the Lemkin Institute have issued numerous warnings about the real dangers of Azerbaijan's actions and rhetoric, but none of it received a proper international response.

In his speech, Ambassador Tigran Balayan noted that the current events are reminiscent of the situation at the beginning of the 20th century when the international press and diplomats working in the Ottoman Empire wrote about the massacres of Armenians, but the Ottoman authorities continued nonetheless convinced that they would go unpunished.

"Every day, Azerbaijani authorities at the highest level, flagrantly violate the interim measures of the International Court of Justice, deepen the hatred against Armenians, threaten with new violence, destroy the Armenian heritage, convinced that they will remain unpunished," emphasized Ambassador Balayan.

The Ambassador of Armenia noted that the application of double standards by international actors brings disastrous consequences, which are visible and disrupt the lives of millions of people in different corners of the world, including the Caucasus region.
